You're a police officer driving down a rural road in the middle of nowhere in Texas in the middle of the afternoon. You drive past a man and a child who is probably the man's son. The man has a military style rifle slung across his chest. He has a backpack and is wearing a head scarf. There is no vehicle in sight.

In Texas, it is legal to carry a loaded rifle in public as long as it is not being carried in a way designed to alarm other people. There is no requirement to register to own or carry a gun.
