Why is Congress able to outlaw advertising of Tobacco?

To protect the children
Corporations don't have free speech rights
Advertising isn't speech because it isn't free
Because if they outlaw tobacco, the government loses billions in taxes
The Constitution is a living document
Because the government has the guns and prisons
Because it's OK for kids to see ads for condoms & Viagra, but not for cigarettes
