China has more than 10x the concrete capacity of the United States. This is a great example of how centrally planned economies fail. Having built too much capacity and with demands to sustain high growth rates, projects that use large quantities of concrete get approved regardless of rational economic analysis. The result is empty cities where there is no employment and nobody can afford to buy the apartments.

Mixing concrete is one of the largest sources of carbon dioxide emissions – from 5-10% of the total. Transporting concrete is expensive due to the weight – typically it is made close to where it is used. With overcapacity, China ends up making empty cities in Africa to use their excess capacity. Tearing down “slums” to force people into government housing was one the steps proposed in Engel’s Principles of Communism

Gordon Chang, frequent guest on John Batchelor’s radio show, often mentions the overcapacity of concrete production in China.
