Imposes one or a combination of the following sanctions on persons convicted for the first time of drug possession offenses: (1) ineligibility for Federal benefits for up to one year; (2) required successful completion of an approved drug treatment program; or (3) required community service. Extends benefit ineligibility for up to five years with respect to possessors convicted for a second or subsequent time. Permits penalty waivers under certain circumstances if the offender submits to a long-term treatment program for addiction. Supends the benefit ineligibility period if the offender attempts to enter a drug rehabilitation program or is rehabilitated either through such a program or otherwise.
