The author of the law said his purpose was some people feel uncomfortable around people with a gun and they have a right to not be unconfortable. <\/p>\n
California is a “may issue” state on concealed carry permits, meaning you have to justify a need for the permit to the local law enforcement agency, which routinely reject almost all the requests. Since you can’t openly carry and you can’t carry concealed, that effectively prohibited any use of handguns other than inside the walls of your house. Just the obligatory reminder that criminals don’t follow laws like applying for permits.<\/p>\n
Reason magazine talks to the man who filed the successful challenge. It mentions a couple important details in addition to background. The NRA (National RIFLE Association) actively opposes open carry of handguns and have spent the funds contributed to them to lobby against laws that would allow open carry. The NRA is an anti second amendment organization that tries to push the idea that the 2nd amendment is there to protect the right to shoot at clay pigeons, not the last resort to defend against government collapse or tyranny.<\/p>\n The other, which is no secret, is that gun control laws started in the South to keep guns out of the hands of black people. It’s no coincidence that the communities with the most restrictive gun control laws are cities with a large black population. (The reverse is not true – there are cities with large black populations that do not have restrictive gun laws, like Detroit)<\/p>\n Chicago’s repeal of the ban on handguns and the Illinois right to conceal carry anywhere in the state (including Chicago) is now in effect. You may have noticed that the stories about gun shootings in Chicago have vanished from the national news.
