I’d guess the lack of listeners came first. Remember, most radio listeners listen at work (in the case of talk, during lunch hour) or during driving. Most people I cannot imagine just sitting around the house listening to talk radio on the weekends, particularly in the afternoon (TV ratings in that time slot, other than sports, aren’t exactly great, either).
Weekends are usually when people do stuff… away from the media.
