They should have shot him in his !!!! then one final shot to send him on the way to see Allah and the virgins!
By shooting him in the knee, they can have a trial and give him a forum, and endanger all the people at the courthouse.
I remember in France (or was it Spain?) a few years ago, some guy shot up a city council meeting. At the police station, they accidentally let him escape out a door on the 5th story that had nothing outside the door. splat…. No trial, no fuss
In an unrelated story, 100s of cars were torched in Paris to celebrate the New Year. They must want to take over the title of arson city from Detroit.
