BP is “borrowing” a BOP from the 2nd relief well. While they haven’t totally given up on the top kill, this is tangible evidence they are preparing to cut off the riser, and then put the second BOP on top of the first…. (that sounds like overkill – the purpose of the BOP is to stop a surprise blowout – there is no surprise element left….) When they cut that riser pipe open, the flow will increase drastically (for a while)..
Perhaps this is temporary – if the 2nd BOP stops the upwards flow, then they should be able to get tge mud and concrete to work on the lower BOP. If they can get the well sealed, they can bring both BOPs up – I feel sure they want to figure out for sure why the BOP failed in the first place
