This is clearly a way to punish those of us who have the resources to move out of an urban area and commute to and from work. It’s less a way to fund road and bridge rehabilitation than it is a way to drive primarily middle and upper middle class individuals back into cities in order to shore up the tax base and fund schools and social programs.
