CSPAN gets no funding from the government. It was created by the operators of Cable TV systems, who pay the costs of operating the 3 channels of video. There are no funds to cut off.

If you actually watched CSPAN, you would know that coverage of the floor activities take priority over committee hearings when the House and Senate are in session. Committee hearings are carried on tape delay as time permits.
CSPAN3 covered the hearings live from gavel to gavel.
