Back in the late 1990s, the U.S. Mint made a commemorative coin set (these are not “fake” currency!) in order to raise money to build a memorial to the black people who fought and/or died in the Revolutionary war.
The money – close to a million $ – carried the restriction that the money could only be used for building the monument. Ten years later, it surfaces that the money has all been spent on the salaries of the people responsible for the project, and the deadline has passed, so the monument will never be built.
Sounds a little like the so-called “lockbox” that was supposed to protect social security for all generations.
