The Mediterrian North Africa was settled by a number of tribal groups – Berbers, Arabs, Egyptians… Separated from the black peoples of Southern Africa by the Sahara desert. There are only a few places where those groups come into contact – Sudan is one in which the Black South just voted to split from the Arab North. SouthEast Libya shares a border with the NorthWest Sudan.
Like many oil rich Middle East countries, Libya has grown heavily dependent on foreign workers as socialism funds more and more non-working parasites with the oil money.
The reports at the beginning of the “revolution” were that “mercenaries” were shooting at protesting civilians. The key detail left out (I’ve now seen / read from a number of different non-European sources) is those “mercenaries” are Black Africans who are hired help for the security forces.
The belief among the libyans is the “Africans” are shooting civilians because they have no cultural connections with Libya – they might even be doing it because of the race issue. They may be scared that the crowds intend to kill them. People quickly accepted as truth that they are shooting civilians at the direction of the government in Tripoli…

Another historical problem with “mercenaries” has been when they defeat the “rebel” uprising they have been known to turn on the powers that be and make a run for the whole ball of wax.
