That’s more than a “no fly zone”. That is using jets and helicopters to blow up tanks, sink the Libyan Navy, destroy communications infrastructure, blow up Kadaffi’s tent, etc…
I wonder if the language is loose enough that China and Russia could take action to protect the “civilians” of Tripoli.
