The futility of the ICC

The International Criminal Court unduly ratcheted up the civil war in Libya by bringing charges against the Libyan government prior to the conclusion of the conflict.

The ICC is a hopeless mess.    The idea was based on the general notion that if only there had been a world court in the 1930s, Hitler never would have been able to commit genocide.   It is largely funded by the EU, and the United States is not a cooperating country (yet).

Since its creation in 2002, the ICC has only closed one case where they brought charges, and that was because the person died.
