It turns out what is under the bridge is a storage area for Georgia Department of Transportation, and the GDOT incident response headquarters.
Of course GDOT has no idea what caused the fire. There is a city fire station about two blocks away.

I wonder if any GDOT employees will be arrested for storing highly flammable plastics underneath the bridge. Let the persecution of the innocents begin
It will take several months to reconstruct the bridges. This was not a case of any kind of neglect of infrastructure. The bridge was well maintained and in good condition.
I guess steel can “melt” without even needing jet fuel.
