WIC is the women infants and children food assistance program – in addition to food stamps and free lunches at school WIC offers single women free food necessities for small children – milk, butter, dairy products and apparently $3.99 per pound lettuce.
Today, I visited the freedom mall in Charlotte which no longer exists. In that mall there was a Bi-Lo supermarket which is now located across the street.
This neighborhood is about 90% black. I knew that when I went there. My purpose was to see how the city has evolved in the last 30 years. I would generally describe my experience as “do you know where you are?”.
It was not open hostility, but more like “you understand you just broke the rules right?”
Since everyone knows that fat people are stupid, the grocery clerk tried to shortchange me $1 at the checkout. It was pretty overt – when the change is $1.58 and you give me $0.58, I’m gonna notice.
The old Freedom Mall is now the enormous Department of Social Services where they hand out food stamps, EBT, WIC and all sorts of other free Obama stuff – so I was right in the heart of the Obama territory. I be watchin y’all, git it?

Well, I checked and found a food co-op in NYC (far from the farm) selling lettice for $1.40 per pound. Of course, you’d have to chop it yourself and put it in a plastic bag yourself. By paying someone to chop it for you and server it on plastic, you get government coverage for not just the $1.40 in food but for the $2.59 in preparation.
…unless you instead get it for only $1 for it with a plastic only on the bottom and with tomatoes and sliced carrots. Then it is not only “not covered” by the government, but the government charges you sales tax because you were being thrifty and trying not to waste taxpayer money:

Everyone knows that iceberg lettuce is one of the healthiest things in the store, especially with all them preservatives.
Shreds in Chicago generally cost $1.99… Maybe $2.39
Keep in mind also this is the low end supermarket in a neighborhood that is at most middle class.
The cycles of crazy high prices the first of the month are hard to miss. Another way to make better use of SNAP/EBT funds would be to make them usable only on Tuesday through Thursday. Of course, that would cause food insecurity.
Food insecurity is the result of the government not requiring people to purchase food insurance. Once everyone is required to purchase food insurance, food insecurity will disappear.
