Here is the answer – donate the radio station to a charity (Radio Stations for Kidz?). Get a tax writeoff for some arbitrary amount that has no basis in reality. Whether or not the charity (usually religious or a college) ever gets the station back on the air is not relevant. You got your tax writeoff, and the FCC no longer is going to ask you why you tore the tower down 3 years ago and didn’t tell anyone, especially the FCC.
