The 4th attempt to make a deal between TV stations to give up licenses and wireless carriers to buy the spectrum died after the first round of bidding. With a new President and new FCC chairman, it would be stupid for anyone to keep making a serious bid on either side. The parties were around $40 billion apart. The solution requires a big hammer to force digital TV to consolidate or the worthless shopping channels to go away.
