Agreed. Pandora is radio. This radio generates playlists based on genre or artist. If I had that when I was in high school….
her distinction between Pandora and say Spotify… is Pandora is actively choosing the songs for you and only allowing limited skips. You can’t tell it “I want to hear Elton John’s Yellow Brick Road” and have it start playing, in which case it’s just acting as a surrogate for renting the songs from a library, hence the higher royalty rate.
She doesn’t go into the more interesting question as it wasn’t an issue in front of her. If Pandora is “Radio”, why should Pandora not get the Radio industry protection of having to pay no royalties to the performers. Why do they have to pay a “radio tax”?

Lucky for me, I don’t ever want to hear “Yellow Brick Road” or anything else by queen Elton. I have always detested his music and his popularity confounds me.
