So here is my idea…
Model New Detroit loosely after the British colony of Hong Kong. The city would be leased to China for 99 years. Chinese immigrants living in Detroit would not become U.S. Citizens. While they could travel around the U.S., they could not work outside of Detroit and not live permanently outside of Detroit.
The ~700,000 people still living in Detroit could remain in Detroit, but would have to learn Chinese to,survive. New Detroit would be autonomous and not governed by the laws of Michigan or the United States beyond things negotiated by treaty. Corporations inside New Detroit would not be subject to Federal and states taxes or social security, but also not entitled to any money. Things like zoning, urban planning, labor laws, would be up to the people of New Detroit.
Being located on the Great Lakes, ships flying the Chinese flag would be free to use the Great Lakes without requiring preapproval the by U.S. Or Canada. Detroit City airport would provide air service, or perhaps a deal arranged for access to/from Detroit Metro (DTW)
A million Chinese immigrants yearning to be (sort of) free, compelling the multigenerational welfare folks to either get with the program or get out. As a price for this deal, New Detroit would assume the outstanding debts of the City of Detroit.
The resulting explosion in economic activity would be the launch of the new American Revolution to restart the American Dream.

We could use Detroit like the Brits used Australia – A penal colony. I suppose whoever was sent there would fit right in. The difficult part would be a fence or some such to isolate the population from the “mainstream”.

They could build a fence and use those big-ass concrete sound barrier walls like they use along the interstate highways in urban areas. Just add the razor wire option on top.

I propose virtual walls – registered Democrats will pay Democrat taxes and get Democrat benefits. Registered Republicans will pay Republican taxes and get Republican benefits. East Germany lived for decades next to West Germany with no war.
You wandered into a root cause of the decline of Detroit. The bloated city back when it was run by whites imposed a city income tax (so did Flint) figuring they could tax those rich auto workers, especially the non-Union management ones. It wasn’t like they could leave! If you lived outside of the city, you still had to pay the city income tax (reduced rate)
So Ford moved to Dearborn, Chrysler to Highland Park, GM to Sterling Heights. Ford closed their plant on Woodward Ave, built a plant at Willow Run.
Flint continued to tax the hell out of Buick’s plant. The city ultimately lost in court, but GM ended up bulldozing the entire obsolete factory and not replacing it. Brownfield former industrial site doesn’t carry a high property tax assessment
Its a mini Venezuela. There the businesses can not sell items above the government mandated price… then the government prints lots of money so that it takes a zillion of them to buy dollars and then buy goods from overseas.
Suddenly, everyone is shocked that the stores no longer have any imported goods. lol It only works when government controls the educational system.

There is an unacceptable truth that is unspeakable in America. The Bell Curve tap danced around it. The children of parents who have failed in life are more likely to fail in life. Democrats encourage those who have failed to have more children. Parents with a higher probability of success are taxed and society sends them strong messages that they should not have children. I saw a blurb the other day from Holland of immigrants demanding that police go door to door rounding up white children and forcing them to go to the immigrant schools. The very low birth rates of Western European natives have irreversible consequences.

It is all people working their self interests and pretending it is good for “the greater good.” The upper 1% likes cheap lawn services and workers competing for the jobs.
Flood the country with millions of low skilled workers and then complain that middle class jobs are disappearing and that middle class wages are not rising.
I guess if you are already on the dole, you see them as additional workers on whose back you can climb for a free ride.
