Two are dead in a truck bomb attack on the equivalent of Washington DC, severely damaging the building housing the Prime Minister.
Norway isn’t exactly a hotbed of terrorism – this is clearly an attack on the government usingĀ a asymmetical terrorism tactic.
Norway dropped 289 bombs on Libya from its squadron of F16s
Norway has also been investigating/indicting terrorism suspects as of late:

Keeping in mind the first three reports of a breaking story are all wrong, they say 80 people are dead on the island with the youth camp. The suspect is a 32 year old ethnic Norwegian. Very few details… My first reaction to his photo is this isn’t a psycho loser like the kid in Arizona… He looks like a disciplined military person. He recently started an organic farm, perhaps as a cover to buy fertilizer
In typical media fashion similar to Arizona, some are already labeling him “right wing” with no actual information. While the target seems to be the ruling labour party, it’s just as plausible he might be to the left of the Labour party or an antiwar activist or a disgruntled postal worker.
There has now been a second attack at a Labour Party youth camp near Oslo (the PM was scheduled to make an appearance there today).

Very shaky suggestions from May that the bomb that killed Qaddafi’s son may have been dropped by a plane from Norway, but NATO didn’t say at the time. It’s a good thing Wikileaks doesn’t have leaked data from NATO.
