Emmett H Whitehead died in 2002. He was the owner of radio station KTLU-AM and KWRW-FM – and mayor of the town of Rusk Texas, a town of about 5,000 people in East Texas (and home of the Texas State Railroad). He was also the head of the Chamber of Commerce, the county judge, the owner of the Cable TV system and represenative in the Texas House of Representatives. You have to love small town Texas.

As you can see, he is still the licensee of the radio station, even though being dead for 9 years. That would suggest his widow (and children) may have never taken his estate through probate, which would have given her clear title to the radio station. The email address at the FCC for the stations belongs to one of his daughters.
I sure hope the Social Security administration knows he’s dead.
