Is the Chicago Murder Rate a problem?

This article makes the case that Chicago’s murder rate only seems high if you look at raw numbers, but since Chicago has 2.7 million residents, the murder rate is actually pretty low, and much lower than it was in the past.

So is this just media hype being pushed by opponents of Chicago’s outstanding gun control program?
