No, I don’t think he can. As I head on a talk show about a year ago. Isis is a blacks widow spider, and the CIA threw them into a bed to kill someone. Well they lost control of the spiders and they are after anything they can bite now. LOL
The ‘obo/beck’ can’t turn them off Briand, but I think Mr. Putin is going to drop a hammer on them.

Russia launched four cruise missiles from a brand new submarine in the Mediterranean at ISIS targets in Syria. Vlad make a remark that the missiles can also carry nuclear warheads. How long do you figure it would take one of those off the East Coast to detonate in Washington DC? Perhaps the US Government should move to Omaha Nebraska. We can’t be too safe.
